Thats freakin cold my friend, im from the akron area i feel your pain, temp right now is -3! You probably wont even notice it when its warm outside but thats definetly a sign of oil being burnt up, its gotta be valve seals or piston rings going south. Its only normal for an older engine to burn a little oil, im sure your probably pushing 100k miles or so. Maybe some of the experts can chime in

yeah it wont hurt too much. just keep checking your fluids (oil, coolant, etc.) and of course your spark plugs. if it gets worse or makes noise then park it, or else you'll be putting a short block in, along with those heads.
