Should I get this 1995 mustang gt

A friend of mine has a 93 gt and I have the worked on this car so I have the advantage of knowing all to well the condition, he wants 3k + for this car. He asked me what it was worth and I told him I was not going to make him mad.
The truth is someone may buy it for 3k+- but not me.
That car not running is to big a gamble, jmo.

My '95 Cobra definitely doesn't have it. I do have a chassis harness put away for a 1995 that is equipped with keyless entry and anti-theft, however.

Just checked. Looks like 1996 had PATS as standard but keyless entry was still and option
