San felipe is a 5 hour drive from TJ, $500 does seem on the very low side for a paint job, but considering its a very small town it maybe possible, I live in mexico also
If you are coming down here, its faster and better to go east bound on #8 freeway from san diego and then take the 111 south in to mexicali, then 2 hours more to san felipe.
If its any consolation to you, there are guys that do very good body work down here, but they all seem to take forever, my car was in the shop for almost 3 years one time, then a year in another one, finally, another shop got it done in 3 weeks, you need to be on top of them..... the last guy charged me $700 dlls, for some very minor body work and a respray.

You dont need anything special to cross the car over if you are driving it, if you are towing it, I think you need a permit, and last time I heard, you "gringos" do need a passport to cross back to the states, if not they will put you in secondary inspection
