If the speedo cable is binding up in the shaft, it could randomly unwind to relieve the tension and give the appearance of moving while stopped. I sense there's a whole lot of issues that need solving here.

Thanks. The stock mechanical speedometer has no way to move unless it has a input from the cable. 5L5’s binding is the best explanation for that, unusual as that is. As of right now with the car off the needle is sitting at 12 miles an hour.

How to replace the dash anyways cause old one was not quite to restoration quality so if you’re still fix the problem for now.We see that and let me give a possible explanation, the needle is mounted to a (for lack of better words) barrel with a magnet/ spring setup, as the car moves the cable turns the barrel spinning the magnet and moving the needle, the vibration at start up may be causing the magnet part to pull the needle up because there is no tension on the spring, that may be the reason for the tic (mark on speedometer face) to be below the 0 mph mark, the stop is there to 'load' the spring holding the needle down on the stop, there needs to be tension on the spring to keep the magnet from pulling on the needle until the cable starts turning the barrel.
Before replacing the cluster I would try pulling the needle off, placing it a little below the 0 on the face then moving the needle up and placing the stop in its hole and letting the need rest on the stop thus loading the spring. You can find the hole for the stop by shining a light behind the gauge and poking a hole in the white face gauge covering.
I am not a mechanic by trade, I am just broke enough that I have to try to figure out how to fix stuff, most times I can fck something up and it still works just fine.

I ended up replacing the whole instrument cluster. There is no one was not quite up to restoration standards.
