Spinning pushrods

I installed a set of 1.6 for racing roller rockers along with gt40p heads and a tfs1 cam. I made sure I could torque down the rocker bolt in less than one full rotation of the torque wrench when I installed them. I spun the pushrod until it came tight, then torqued in less than one full turn. Well after rotating the engine a few times I've noticed some of the pushrods are still spinable. They werent spinable after I torqued them down.... Is this because of the lack of hydraulic pressure in the lifters, since the engine is not running, or do I need longer pushrods?

23 ft lbs came around 3/4 turn.
 
Any time you change the rockers or heads you can assume you'll need to change rods as well. I would recommend you invest in a pushrod length checker. And as you hinted at, the length needs to be checked with lifters other than hydraulic due to the lack of pressure.
