Squealing on Cold Starts

When starting the engine cold a loud squealing noise comes from the front just for a few seconds and goes away. It is loud and then dies off. After driving it awhile the noise doesn't happen again on future starts. I just changed the belt and belt tensioner pulley but it didn't help. Any tips would be greatly appreciated. Thanks!
 
On a new car sometimes squealing comes from the paint on the pulley. The noise goes away as soon as the paint wears off.

On older cars, squealing is almost always a belt tension issue, as long as there aren't any problems like contamination on the belt or a bad bearing.
