stock hydraulic lifter weep hole orientation?

Do the stock hydraulic roller lifters have a specific orientation. Meaning weep hole facing up or down?

The stock motor for my 88 has them going both ways. Is this normal?

Also, do the lower head bolts that enter the water jacket need a sealant? If so, how do I get proper ARP head bolt torque if there is sealant on the threads rather than oil? What sealant is recommended?
 
It doesn't matter directionally, but I always face them the same. And yes you need sealant on the lower bolt threads. It will torque fine. Lube the washers and below the head of the bolt. For studs use RTV on the threads into the block and lube on the nuts and washers.
