These are probley stupid questions but, Do you use poly locks on every rocker arm? And also why cant I just put the rocker arms on and tighten the locks down tight and screw the allen bolt in the middle?

some rockers, like the comp magnum roller tips use just a lock nut.
rockers that provide poly locks: use them-that's what they're meant for. I guess I'm not quite seeing what you're saying about the tightening procedure. Now, this is only what works for me, but; take out the lash +1/4 turn, snug the allen lock, then tighten another 1/4 turn, and I've never had a problem with them.

I am using a half of a set of 1.6's and a half a set of 1.7's, do I use poly locks on both, the 1.6's are blue racer, and the 1.7's are crane or comp. Do I just use lock nuts on one and poly locks on the other?

You can use whatever works. I have the Comp adjustable type, and the locknuts have worked fine for 15 years.
If you do frequent adjustments, the polylocks are probably more dependable for staying in the adjusted position.
