swaping dash cluster

i was wondering if you can swap a dash cluster for one that reads a lower oddometer reading? after i swap them the car wont start. the car is a 2002 mustang. do i have to do something to get this to work

The car wont start because of the anti-theft system (PATS). The cluster and the PCM are coded for each other. After a cluster replacement, the PCM needs to have the ID of the cluster programmed inside.

The other option is to disable PATS with a programmer.

Why are you swapping the cluster? Hopefully it is not to make the car appear to have lower mileage. That is fraud. FWIIW, the car's mileage is also stored inside the PCM.

Tampering with your odometer, to alter the mileage is a federal crime punishable by up to $2,000 in fines per incidence and three years in prison under 49 USC chapter 327. Don't come here and expect any help, in violating federal law and committing odometer fraud.
