Systemax question for those with knowhow

Guys,

This is my first time doing a 5.0 build up and I've got to the intake and found a problem.

The lower is installed and I have vortech fuel rails installed, but when I went to install the upper it is not clearing the fuel rails.

I purchased the unit used and have found the problem to be the vacuum hose that goes into the lower manifold has been relocated to the blank on the underside of the upper, thereby making the the fitting strike the fuel rail by about 3/8 of an inch.

Not really confident in using a phenolic spacer due to their reputation and my limited hood clearance.

Questions, why was this outlet relocated here? Where should it have been originally? What are the two hose fittings on the upper manifold by the inlet for?

Any pics very welcome, especially showing the entire tb to maf for a systemax
