correct, but you can be at TDC on the exhaust stroke with the balancer at 0*. pull spark plug one and crank it over by hand. as the balancer approaches 0*, have your finger in the plug hole and feel for air whooshing out. if you feel air, stop at 0*. you are at TDC on the compression stroke. if you dont feel air whoosh past your finger or it is feable, rotate again till you get the whoosh.
