That setup (this is my opinion) should keep it cool, as long as the fan is turning the correct way (pulling air) I would get another thermostat and test it on the stove to see if it opens at the correct temp. Then swap it for the one in there and make sure you have no trapped air.

Got some more air out of the radiator going to grab some more antifreeze then do some test runs. Will update shortly.
