I’ve had issues with the stiff throttle on the mustang since I’ve had the car. I did assume it to be a bad throttle cable and went ahead and replaced it. The problem unfortunately is still there. I have cleaned the throttle body multiple times and it doesn’t seem to have any resistance without the cable and with it as well now. The gas pedal is hard to push initially and the rpms sometimes stay high at idle at a stop. Once I turn the car off, the pedal will feel soft again. I did turn the stop screw on the throttle body and it only raised my idle and didn’t solve my issue. Any culprits that I’m missing??

It sounds like the cruise control diaphragm is fighting you.

Disconnect the cruise control cable from the throttle arm.
Retest

If you're not equipped with cruise then I might tray a new IAC and do a Base Idle Reset.

With the motor not running and the cruise control cable disconnected have someone manually hold the throttle open under the hood. Now push down on the gas pedal and if it’s easy then you have ruled out the throttle cable. If it is still stiff then it’s the throttle cable. This could be routing and/or just a bad cable.

Once the throttle cable has been ruled out start the car up with the cruise control cable disconnected and see if the gas pedal remains easy to operate. If that checks out then reattach the cruise control cable and take it for a drive.

Yes I have cruise control, disconnected it and the problem is somewhat better but is still there. A bad iac can’t cause a sticky gas pedal right? I know it can cause a hanging idle, which is what my car has even with the throttle cable disconnected and the throttle blade manually moved. I’m definitely suspecting something within the throttle body at this point.

They have had issues in the past kind of a hit and miss thing. You might try to contact them and see if they would be willing to fix it. Other than that I’d get an Accufab.
