The front end is on stands, and I have the steering wheel locked. Is this normal play? I can do the same to both sides, and the entire tie rod assembly moves so it's hard for me to pin point the culprit.

Both of the rubber boots are broken if that adds anything.

that is normal.. but that don't mean your tie rods are ok..

first grab the wheel at the 9 and 3 o'clock pos. and shake it slightly but firmly side to side, you don't want to go stop to stop with it.. just a tiny firm shake, but not very hard that will mask the play...

then another way to check is place a prybay and try to move the tie rod up and down, see if there is play that way too..

BTW if the boots are broken they are trashed now anyways so get new ones.

How do I fix this extreme angle of my tie rods? I know that since I lowered my car (c springs, no isolators), it's going to be at an angle, but I had no idea it was that bad.

when I get new boots, I'm popping the isolators back in, and maybe adjustable tie rod ends?

the outer tie rod end boots are the ones on the spindle ( near the wheels) the inner tie rod boot is the big flexible boots on the steering rack..

it's probally the outer tie rod boots you are talking about.. if yso you need outer tie rods..

and to fix the extreme inner tie rod angle you can get one of those adjustable tie rod kits. a few different companies sell them,.
