TPS being out of range throw other sensors off during koer?

I recently had a chip burned for my car and my tps is set at about 87 volts. The car runs perfect however I have a couple codes being pulled which are 314 and 311. I have troubleshooted the AIR system for 2 days now and the whole system is operating perfectly. Air is diverted to cats or to the head or out of the silencer and the 2 solenoids are getting voltage and have good resistance per the ford manual. The whole system works. But when I looked at another electrical troubleshooting guide and it showed to test voltage on sto port of the datalink during a koeo test. The voltage did not go up after applying the gas peddle. It said if voltage is not changing go to next step. I go to next step and it says if you have a code 121 or 122 (which is tps) that you have to fix that first to move to the next step. Well I can't b/c thats how it was tuned. So can my tps being out of range effect those 2 solenoids? I'm guessing it doesn't hit the correct rpm during a koer test and messes up the test..... I don't know. Any thoughts? Thanks!

Ok those codes were just stored in memory and now they are gone after dumping them. Still have codes 311/314. Hmmm you said does it idle at open loop? Yes all the time. He set the idle to idle at open loop all the time and not closed loop. Could that be whats going on here?

Edit-Let me clarify, it runs in closed loop when hot, but even when hot it idles in open loop. Thats how he had set it to idle in open loop all the time even hot.

yep long tubes. But no extenders. But I'm sure the placement of the o2's being farther back have something to do with it though.
