TPS problem

So I just insatlled my anderson pms unit and I am tunning everything to spec required in order to start tunning futher with the pms. I just noticed that my tps is wasy of. It reads under .4 and it wont go higher than that, it will drop to 0 but that is it. My car has a profesional products tb and spacer that came with a brand new tps and a aluminum adjuster built in. The parts are brand new. I am confused as what to do. anyhelp?

I am sorry about the wrong info up top. I cant get the tps under .12, It is fully adjustable So Why is this happening. That is as far down s I can get it, there is nothing in the way or binding causing it not to go back down below .1 volts.

Why do you want it to read 0.10 volts? It is not supposed to.

I figured it out, I was being a dumbass.
