Um.... isn't the clutch supposed to be backwards?

A bracket for my clutch adjustment broke off. We fixed it today. Now the pedal feels exactly as all my friends pedals. But one problem. The clutch will not disengage all the way. I was told by a few people that thats how these clutches get when their are worn, they will not disengage all the way? Is this true? I always thought the clutch wouldn't engage when its worn. Is this backwards?
 
when you say it wont disengage, you mean that it is hard to get it into gear, right? just want to make sure.

if so, i would make sure you have very very LITTLE freeplay.
clutches, when on their last legs, tend to slip; a totally gone clutch might not disengage.

if you set it up where you have a tiny amount of freeplay or none (make sure it is not slipping, but just preloads the TOB) and with the full pedal travel, you cant get it into gear, i would suspect the clutch itself.
