Under bumper damage - Frame bent?

Ok, my girlfriend decided to run over a curb in her 2004 Stang. The damage was done when she backed off the curb. From the outside, the edges of the bumper cover where it meets the fenders are pulled down. I removed the cover to see if there was some damage to the cover, there was none. However, there is a large black steel piece under the radiator that the bumper cover attaches to with two push pins. These pins are what are causing the tension. We noticed when we reattached the cover and it was stretching to get to the holes in that black steel piece. That piece is bent towards the front of the car. Is that part of the frame? I couldn't see any bolts holding it on, it seemed to be part of the front frame of the car. Is this a replaceable piece? Or will I have to take it to a shop to have it straightened, and is it even repairable? Any help on this issue would be appreciated.
