Under dash Air Vent

I have a 65 Mustang without AC and without a heater. It was built from the factory as a heater delete car. The driver's side of the dash has the standard fresh air vent. The passenger side of the dash has a round hole that is plugged off. Should there be a fresh air vent on the passenger side?
 
Yep the cowl hole goes into the heater box, and the heater box has a vent door you could open/close for fresh air. One heater control lever controls whether the fresh air goes through the box and through the heater core, or out the vent door via an internal flap.
 
As stated, the vent is through the heater box on a car with a heater.

I couldn't ask my uncle about a heater delete car as he is overseas!:flag: I didn't even know. I'll send him an email and wait to see when he gets back to me.
