Ok so for this winter I had my mind set on forged internals but I got to thinking, I still will need to buy new pulley, tune and an IC/AC and have no money left to do that. So basically I would not be any faster but safer, and have the potential to be faster with more money. My goal is a high-mid 11 car.

So what I was thinking of buying for the same amount of money or less is:
- 3000-3200 PI Torque Converter
- Paxton Air to Air Intercooler
- New Pulley to up the boost to 10 MAYBE 12 psi (depending on safety)
-Tune.

Also if I have any money left over 31 spline axles and an Eaton posi.

For the other questions:
1) Will the Paxton Air to Air Intercooler work with a Vortech V2/SQ?
2) Do you think Ill be able to run 12psi with the IC?
3) Will doing all of what I listed get me into the 11s?

( I ran 12.86 running hot, spinning and on an 80* day. Car has 12.6s with some MT Radials.)

boy thats a tough one....the challenge is that you are going to need forged internals anyway...esp if you add the ic and all that other jazz!
I'd stick with the motor build as first priority. It will net you some HP gains, and you will feel better knowing that your motor is stout.
To answer your last set of questions:
Yes the paxton will work with the Vortech (fyi they are same company)
Running an IC will drop your boost, so you'll need to drop a couple of pulley sizes to get 12psi (which you don't want w/o forged internal anyway)
Yes, doing all that will get you into the 11's assuming you have forged internals.
These motors are known to max at 450hp...doing all the stuff you want ic-12psi would put you over that....
oh yeah....if you are doing track runs with DR's you definitely want 31 spline axles
