What to start with...

I have only done a very few basic mod's - removed silencer, K&N replacement filter and Flowmaster mufflers. I am on a tight budget, have no desire to race at the track (or street really) but I hate having a "stock" vert. I want the neck snapping torque (eventually) but I don't think a S/C is in the future. I am interested in the usual mod's, headers, x-pipe, intake, suspension, gear, etc. What is a good long term plan and what order should I buy them in? Are there some mod's that should done at once or can they all be done piece by piece (keep in mind I have a very resrtictive budget so it may take a while to put it all together). Guidance would be appreciated. Thanks Stangers.

4.56 gears baby

I don't know about the order of your mods.. do whatever you want to first. But with new gears.. you will feel the difference and will make you car accelerate faster.. So I would get gears first

4.10s on an automatic, 3.73s on a 5spd...IMO. Well, actually, if your talking neck-snapping, you may want to go 4.56 auto, 4.10 manual, but again, IMO, if you're not drag racing, that's quite a lot gear. Gear will give the most bang for the buck.

4.56's are trailer queen gears. You'll need big tires and lots of RPMs to make it work at a track, and probably not that great for the street.

If you put 3.73's in your car, I want to see a written document saying there WILL be a blower, turbo, or one big shot of nitrous finding a home in your car very shortly.

Other than that, 4.10's no substitute. 4.30's for an N/A 4V, or for hardcore 2V guys.

Get your Gears ( of your choice ) Headers, throttle body, Cold air intake, cam, X-pipe and some sticky-icky-icky tires oh yeah, and a chip or the such.

Please do not waste your time with a CAI, drop in a K&N and be done with it. Throttle body won't do anything, at least match it up to a new aftermarket plenum. I believe the accufab, believe it or not, won the big plenum test over on modulardepot.

I'd take a timing adjuster over a chip, unless you have something like cams that you need to tune. Even then, I would want a reflashed ECU over a chip. I just don't like how chips kind of take over the ECU.
