Wheel Spacers?

Still not really sure if I want to do this, but maybe. I'm leaning towards the H&Rs now. The tires don't rub normally, but when I hit dips in the road, or go across an uneven surface, they rub. Horrible scraping noise as the tire tread grind over the inside fender. I did notice one side also has a sharp edge on the metal and besides leaving rub marks is starting to shave the edge of the tire. This is happening right on the edge, so maybe the H&Rs being a little smaller might do the job. Otherwise I might look into the rolling idea.

Wouldn't the H&Rs be both, hub and lug centric? No vibration that I can tell of a rim being out of balance, just that wear on the front end which I'm thinking if more of an alignment issue.
