My car seems to be a freak, but I ran the time below with just a pulley swap, home depot-style intake, new plugs/wires, 180* tstat, and some exhaust work. Now, most of the time they won't hit as good, but the mods I've done get most GTPs into the high to upper-mid 13's.
Stock for stock a 99+ GT should win everytime. But since I've only spent about $400ish in perf. stuff, I say I'm making out pretty well so far.
The things to watch out for now are the turbo kits that are being released. 1 guy hit 12.2@115 with 10lbs of boost, and another guy hit 12.7@112 with 8lbs (neither I/C'd). Street trim and all.

Do they really think that its going to be a driver's race with a car that's 2 seconds faster in the quarter-mile? It's time for a serious reality check.
