Why does it die?

When I make a hard stop the motor chokes and after a couple of good pedal pumps, the motor cleans out.

To me it seems like it is flooding out. My first thought was the float bowls were set to high. After checking them, they are set correctly.

Any suggestions?

Biggs (holley)650dp on a 302.
 
It's a stick so I can eliminate the converter. When I'm braken' I've got the clutch in so it's not like I'm draging the motor down.

It idles at roughly 950rpms.

I could try bumping up the floats. When I checked I looked to see if it was too high and flowing over. I wasn't getting any fuel out of the plug. I'l bump it up tom. until I get a little out of the plug and see how it does.
