I just purchased a set of 20"X10" Rear wheels and they stick out beyond fender on my 07 GT. I'm worried that they wont pass inspection like this. Anyone have a similar situation in the state of Pennsylvania? Any comments would be helpful

It's been many (~20) years now, but I used to hold a PA state inspection license. Wheels / tires that protruded beyond the wheelwell were a big no-go, and wouldn't pass inspection (at least not one of my inspections). I'm imagining that hasn't changed.
Add that to the fact that it looks terrible. Get the right wheels.
