Wipers wont shut off!?!? HELP

my windsheild wiper only work on high i think i need to look into that box.

well i hit the friendly mechanic today and ordered the wiper govener from a local Ford dealer for 89.00 bucks. Nobody else had it in stock and had to be ordered, not cool since its raining today. When i install the part ill let ya know if thats the problem. I mean what else could it be, i already changed the wiper/signal stalk and its not the motor other wise if it was the wipers wouldnt work at all.
