Workaround for front bumper rivets

I want to be able to easily remove/reinstall my front bumper.
A few months back, I had to put on new license plates and it was an incredible PITA to work my big hands up into the inner part of the 1993 GT front bumper to install the new front license plate holder. (I was running w/o one, but by law I am required to have it.) I was pulling tiny fiberglass shards out of my forearms and wrists for over a week!!! I know I am not the only one to have experienced this...LOL.

Being that I had plenty of free time, I figured it would be easier to remove the front bumper so I wouldn't have to lay on my back and contort my body and wrists to get my hand up inside the air dam. I pulled off every bolt attaching the ground effects and such before (to my dismay) I noticed the 2 rivets inside the engine compartment that secured the top part of the bumper.

Removing the rivets is no problem. I just prefer not to re-rivet them back in. My question is this.
What is the best way to reattach the bumper where the rivets go?
I would like to use a bolt or somethig, but I can't figure a way to get my hand in behind the area to secure a bolt. I know a lot of you have surely rigged something up. I want to be able to easily pull off the bumper and reattach it whenever the need arises w/o a hassle.

The rivets inside the engine compartment attach the bumper cover to the head light bracket. These do not need to be removed if you take the bumper cover off along with the headlights.

I second that. You do not have to take out any rivets. Remove the cover with the header and the headlights. It is much much faster and easier.
