1/4 mile below sea level

if at an altitude of 2000 meters my time is 15 seconds?, and sea level is 13 seconds, what time would for example to 200 meters below sea level?

200 meters below isn;t that far...maybe 650 ft or so. You'd prob run a tenth or two faster.

Using the numbers you posted you woul be mathmatically 2 tenths faster at 200 meters below sea level. Realistically there are too many variables to determine an exact change, but that should be close.

you would run way slow with all that water holding you back.

if there is a place far below sea level, in theory my time would be lower?. if this is true, could reach 7 seconds in an imaginary place?

nope, you'll just have to build a faster car.

Cars rarely ever seem to run what they "should" run at sea level.

Only way to find out is to run the car at a sea level or lower track!
