92 starting problem

hello to all. my daughter drives a 1992 LX 4cyl mustang. sometimes when she gets in to start it she will turn the key and the rad fan kicks on and it wont start. after cycling the key a few times the fan turns off and the car starts up, what could be the problem?

update; this is what it's doing. when you put the key in and turn it, at times you can hear the fan kick on and it wont start, but other times the fan doesnt kick on and it starts right up. sometimes the fan will kick on then stop, when it stops thats when you can start her up ?????????????????????????????????? any thoughts
