His is turbo then, although they do have Cobalt SS's that are not turbo or supercharged, just a 2.4l N/A motor

The stock 09 Cobalt SS has 260 hp at the crank, not at the front wheels. The FWHP is nominally 10-15% less than the crank hp for a manual, and 15-20% for an auto.

I will disagree. They are putting 260 to the wheels. Even the supercharged ones were rates 205 HP with many putting 215-220 to the wheels.
I know usually the stated HP is crank but from experience with these cars it is at the wheels.

Well guys, i just got back to the house from the track and i smoked him! It was amazing i had him off the line by a long shot 1st and second i was still accelerating better than him but when 3rd gear kick in he finnaly started to catch up. I ran a 1.98 60 ft and a 13.41 quarter mile, my adrenaline was pumping so hard it was crazy i love it!

Congratulations. Those looks like decent times for your first time to the track. A lot of people have trouble getting a 60ft below 2.0 on street tires, especially with 4.10s. Good job.

See, we had faith in you all along! 13.41 and a sub 2.0 60' is very good. What was your trap speed? About 103 mph? What did the Cobalt end up running?

My friend ran a 13.95 when we both went up against eachother but he ran somewhere in the real low 14's on another run. But im kind of curious is why did i have him by a long shot in 1st and second gear but when 3rd kicked it it was like he had more power then me.

Simple....

1st & 2nd gear = V8 Torque vs. I4 Turbo Lag
3rd = Long predictable V8 N/A power curve vs. Peaky turbo power curve.

Turbo's work best when there's a lot exhaust pressure and load on the engine to spool up the turbo. This is why his car pulled hard up top, but sucked down low.

Contrary to what many turbo guys will attempt to convince you of....even modern turbo systems suffer from boost lag in the lower RPM and load levels. It's just a drawback of the power adder many have to learn to deal with.

+1. And may I add that I have a centrifugal blower which makes power much like a turbo. Since my 07 GThas little bottom end torque (like your friend's Cobalt SS), I bolstered that with 4.10 gears and a 4,800 rpm stall converter to launch the car hard right into the sweet spot of the blower's power curve. Once my car is moving, though, it's really moving. For example, from 0-60 mph I can beat a stock GT automatic by 1.4 seconds (3.7 vs 5.1), but from 0-100 mph my lead really widens by 3.8 seconds (9.9 vs 13.7) as the centrifugal (like a turbo) really comes on strong.

Awesome run for your 1st time at the track! And your 60' time is even more amazing when considering you ran with 4.10's on stock tires!
Just wondering, what was the weather like, and was the track well prepped?

You know what they say about opinions. I'll believe your claim when you post a few dyno graphs that show stock turbo Cobalt SS's producing 260 fwhp.

That shows 243 whp on a Dynojet dyno, which is nowhere near 260 real world whp.

Well im not experienced enough of a track guy to know what a well prepped track means but the weather was pretty cool probably in the low 60's high 50's and it was pretty dry, elevation at 3900ft. But i had a little bit of tire spin but i lowered my pressure in my tires to 20 psi and it really helps out

YOur 13.41 is even more impressive given the 3900 ft elevation!
