BBK CAI Fenderwell Filter Question

Trying to install BBK 1557 fenderwell CAI on 90 LX 5.0 and can't figure out how to mount the filter. BBK site says filter is mounted ouside the fenderwall (since it does not fit through the old airbox opening). Does the filter get mounted onto the tube as the first part of tube assembly or do you mount it as the last step? Thanks!

I did not have a cold air BBK intake, but when I installed my cold air intake I installed the filter last. It was just a cheap ebay kit but looks ok. I set everything else up, slid under the car and slid the filter up onto the tube and tightened it up.

Mie is made by MAC,but that's how I installed my filter as well.
