Brake pedal too high??

The "new" 70 that I just bought seems like the brake pedal is way too high. About 2" higher than the mach. WAY too uncomfortable. Car was originally a 302 car with manual drums. Still has the manual drums. Could somone have put the wrong master cylinder in? Is there a difference in master cyl's? Will changing something mess with the brake switch? What should I start with? Thanks much for any help!!
 
If the M/C was changed and it's bore depth was shorter, It would give you a higher brake pedal. One way to fix this is to use an adjustable brake pushrod. With it, you can adjust the height to your liking. The rod is available at most Mustang parts houses. About $45

Thanks, so which m/c would cause it to have the higher pedal?
