Cam degreeing

I bought a timing chain with advance or retard features.
What is the proper procedure for advancing or retarding 4*?
Are the crank gear notches set with the four degrees out already and then you just match the cam dot to the proper advance or retard?

You have to buy a cam degreeing kit, there about $90.00 @ Summit.
