Cleaning up stock 10 holes

So I picked up the stock 10 bolts for the 85 Mustang I got around Christmas. Now it running some cheap chromies that are the wrong offset. Its possible to get stock size 225/60' to rub the fender out back so Im wanting to put on the stock 10 holes. The wheels have been sitting outside under a tarp for the last 3 years or so. I want to clean 'em up. Do these wheels have a clear coat on them? If so is there an easy way to remove the clear or shine them up? Tho first things first, I need to remove the 3 years of dirt n gunk on 'em.

i don't think there is a clear coat. aren't they paintred

get a spray can of aircraft paint remover from an auto parts store. they have a clear coat that gets yellowed and stained with brake dust. it will take the clearcoat off.
