Electrical Code 29 again

Ok guys I’ve been having issue with my car,last post I posed About vacuum leaks. My car running ragged not like it used to . I’ve checked everything I even sent my ecu back to ecu exchange & the problem to me keeps communicating back to the ecu.

I start the car run it up the street come back. No cel light ,run codes & I g eat code 41 so I swapped vss sensor still doing same thing. It’s not the sensor I tested it. Removed it put a voltmeter on it spun the gear by hand & yes it generates voltage.

So I ran voltmeter to neg battery terminal the other to the vss connector (green wire) and with key on I have no voltage . I should have voltage . Removed the ecu ,checked for continuity from pin 3(ecu connector) to vss sensor connector green wire good contuity same thing from pin 6 to the neg wire on vss connector good conituty.

Voltmeter from pin to pin on vss connector no continuity so I’m assuming that it’s not a wiring issue & I’m thinking my problem is that I have no voltage to vss connector so I’m think that’s my problem. So I just need input because they did the inspect it & said that they ran it on their test car and was looking at live date stream & accurate and it passed . I keep writing to them to send it back to take another look . I know you can test the ecu it’s self from pin to pin & I belive something is wrong I’m debating to take to altex & have the guy swap my capacitors & then test it from pin to pin
 
I'm confused. Not sure year or engine or any details. But isn't a 41 an O² code? Don't see why you're replacing a VSS for an O² code.

But regarding the VSS, it generates its own signal. You won't have key on power at the VSS plug. The two wires are the sensor output and sensor ground.
