Cooling questionn

My 66 fastback seems to be overheating on me, it is running about 220 in town. I have a Fluidyne alum radiator, Meziere 55gpm pump, and a electric fan that pulls 2900cfm. I took out the thermostat and have tried different flow regulators with little success. Any ideas?
 
Best advice I ever got:

Add a shroud (takes the air away from the actual radiator instead of the rest of the engine bay)

Move the electric fan to the front of the radiator

Add a Flex Fan to the water pump.
 
What brand of fan, I had a perma cool with the metal blades. I had some probs with overheating when I moved it to a puller thinking it would work better, but in fact those fans work terrible as a puller. If thats what you have, you might wanna try it as a pusher, I actually purchased a puller fan from Derale (sp?) and used the PermaCool as a pusher, worked nicely.
