correct rear bumper assembly?

I'm replacing the rear bumper which has apparently been done before, the wrong way. The way I'm looking at the body assembly manual, the brackets in the bumper have a spacer between the bolt and bracket. I found some foam spacers at NPD and installed them. The wave washers are pictured inside the trunk on the bolts that go to the bracket.Also, should there be more foam spacers between the bracket and the body? Should I use any sealer at the body to prevent leaks?Any help is appreciated. Previous owners are the number one cause of stress-related heart attacks!
