emergency break problems

can someone help with my emergency breaks, i have adjusted the breaks up and when i pull the handle it clicks a few times and it comes out just a little, the breaks start to grab thats it, the shoes looks fine if i adjust the cable any more i can't get it to click and hold,, do i need new shoes? is that critical to have new shoes?

and i think we have found the roering noise in the rear we think it might be the tires we tryed to balance the tires and the rear rims was warped and out of balance we need to get two rims and try that

I would check the brake cable under the car. It sounds like it may be frozen. If you remove one of your brake drums, and have somebody pull the emergency brake handle while you watch the rear brake shoes and see if they move at all. If they don't, the cable probably has rust in it and will have to be cleaned out or replaced. Replacing would be the easier.
 
we can see the bracket move and the shoes move too it don't move much though,,,,, if i take the drum off and pull the cable should both shoes move, and if so how much ,, the cable moves i was under the car and saw it move even pulled it myself ????

Are your shoes adjusted to where the drums just touch the shoes as you put them on?

If the shoes are properly adjusted, the e brake should only need to move just a small amount to lock the drums.

When you are adjusting the shoes, you are using the adjusting the threaded star thingy at the bottom of the shoes right?

If you get them to where they just start to touch the drum, then your e brake should work fine.

When you engage the e brake handle/pedal, how much do the shoes move?
