engine run-on after ignition turned off??

My friend has a mid-50's Chevy with a built 350, and he says that when he turns the ignition off, the engine keeps running (kind of a stumbly idle), and he has to push in the gas pedal & flood the thing to get it to die.

Any suggestions as to where he might begin troubleshooting?

combustion chambers are too hot causing igntion even thoughthere is not a spark. Can be caused by a lean condition, advanced timing, low octane fuel, or too high idle speed.

some of the gm's had a throttle kicker also that may not be working

One other thing: the car has been in storage for several months because he was in Afghanistan.

He just got back and now he's having these problems. Don't know if it's relevant, but maybe some corrosion set in while in storage (the car is in Hawaii)?
