Failed CA Smog again!

The 1st time I smogged my Car I failed the NO(ppm),
15mph Max is 785 and I got 1328
25mph Max is 724 and I got 730

So, I changed out my Idle Air Control Valve, EGR Valve and both O2 Sensors as well as backed the timing from 12deg to 10deg. I also poured in a bottle of the guaranteed to pass crap. Well today I went and had a PreTest Smog check done.

The car once again Failed the NO(ppm),
15mph was 1073
25mph was 719
The car also failed theHC(ppm) as well,
15mph Max is 114 and I got 191
25mph Max is 88 and I got 91

The shop that I took it to also did a Diagnostic on the Car before they did the pre test smog and found nothing wrong with the car. They said my car appears to be heavily moded and that they recommend I put al of the stock parts back onto the car! WTF! They wouldnt even try to see what they could do to get my cat to pass smog. All they mentioned was the EGR System! I am in a stuck situation and dont know what to do! I need some help! The only thing I can think of is take off the Mac High flow H-pipe which only has 2 cats, and put back on the stock h-pipe and try again.

Maybe some 19lb injectors if you have them still and an MSD 6 box should help. You don't seem to have anything outrageous... wierd situation.

It is frustrating to me when I see people with Superchargers, stroked motors, choppy cams and pass smog. I thought mine would have passed too!

yeah use the stock hpipe, and before they run the smog, pre-condition the cats, run it at 2500 rpm for 2 min to get them blazing hot, just doing this can make a failing car pass with good numbers
