Thoughts on this odd (smog legal) combo?

The coasts very seldom have an I/M program
Cal is the exception on the west coast. No I/M in Oregon pretty sure none in WA
The EPA comes in and measures your air quality
If yours sucks, they, (the EPA) implements an Inspection and Maintenance program
Here in Ut our air sucks (we are surrounded by mountains and need rain or weather to move the stuff out / over to Colorado)
IMO Maryland should not have one. Politics maybe, not air quality

We have an annual OBD2 test and safety here in MA. Since foxes are pre-obd2, there isn't any emissions testing.

Really, as long as your exhaust isn't too rowdy, you can show up with a coyote swap and pass. They can't pop the hood or look under the car, but shops always get threatened with fines for removing catalytic converters or working on cars with no cats so a lot tend to usher you away.

Really, what drives the lax inspection here is that cars 20 years or older tend to rot out due to the salt and snow. You rarely see anything from around the 2000's on the road these days. MA also has one of the "youngest" fleets of vehicles owned by the population. Every ahole out here has a new BMW or Benz (except me)
