I live in upstate NY and I just took mine it with no cats and no smog pump. They beeped the horn, checked the lights, and took the front wheel off to look at the brakes. Then they put a sticker on. I'm glad I dont live where you guys do.

Just and FYI, I recently passed here in Ca. with everything in the sig. I didn't do any tweaking beforehand but I guess every little bit helps. I'll try to remember to look over my numbers when I get home. Hopefully it was the egr/vacuum causing the problem.

It was not the EGR, as I went back for the re-inspection after fixing the EGR and reseting the computer, and it still failed. I think it was because I had no smog pump on the car. I'm going to replace the 02 sensors as they are the original 15 year old sensors, and run a bottle of guaranteed to pass. Hopefully I'll pass...

Okay dude, you need to drop your timing down to about 4 degrees, that's right, 4. fill the tank with 87 octane, and drop your fuel pressure to 30.
Change your oil before you have it tested.
Also if your running like a 160 degree tstat, go get a 195 and slap that thing in, or get some cardboard and cover about 75% of your radiator. Make sure your motor is fully warm before having it tested.

get the guaranteed to pass stuff if you want. It worked for me once, it didn't do a thing for me another time. so who knows.

No smog pump is probably your problem. The smog pump force air into the exhaust to burn any unburnt gas (HC). You are not a couple of points away. You readings are almost 100% off the limit of 2. Even 50% of is way off. I'm suprised that your eyes don't burn from the exhaust. I had a damaged/crimped smog tube and it ruined my cats before I found it an fixed it.

Take it put the timing below 10. Around 8* where it came from the factory and drop the fuel pressure some. Should pass with flying colors.

The guy there even told me I am very close. I read 2.94 and the limit is 2.00. That is not bad at all. He told he has had cars come in and test above 5.00. I put my smog pump back on. I'm going to replace the 02 sensors and run a bottle of guaranteed to pass. Hopefully I'll have better luck this time...

Cats are not the problem. I have always passed without them. The readings without the cats dont even come close to the limits.

Are you passing the same test? What are the standards you are being measured by? If the cats were not necessary to pass emissions tests I would think that Ford would have not installed them and saved BIG $$$.

I am interested because I will need to pass emissions soon, as I have just moved into the big city.

not to sure about your state, but mine does a visual inspection. They look under the car to make sure the car has them, then they throw her on the dino and sniff. Put the stock h pipe on, make sure your smog pump in on and works, make sure all vacume lines for smog are hooked up as well as the air tube. turn timing down and put 87 in the tank. I passed with flying colors. here were my scores:
NOx-standared 1378 Reading- 303
HC- standard-180 Reading-13
CO% Standard 1.01 Reading-0.00
as you can see, i could have probably had a non emmition cam in and still passed. i dont know why NJ nox readings are so high for my car, but ill take it. good luck

I put my smog pump back on and it works, as I felt much air coming out of the tube where it connects to the h-pipe. I don't have it connected to the back of the heads, and I am missing one vacuum line. The only line I have connected is the long black one that goes to the thermactor. I ended plugging the line that goes to the valve, as all it does is open the valve to allow air to flow to the back of the heads, which are plugged.

I am in NY and we have a very strict emission test. And the cats are NOT necessary to pass the test.
Ford has absolutly nothing to do with installing cats. Its the goverment standards that have to be passed. They will not be able to sell there cars without passing EPA standards.
And YES I have NO cats and my car passes with no problem I have had several cars with no cats and I have never failed a test. My car is getting inspected on Monday and I can show you how far I am away from the failure point. It wont even come close. Trust me.

I would be very interested in seeing your test results. Please, do post them.

I am also interested in what the NY test standards are (grams/mile?)

From what another poster said in this thread NY does not even measure emissions during the test.

I just asked Google. It seems that NY only checks as follows

The NYVIP is a program that includes a new inspection of the emissions control systems on gas-powered vehicles that have a model year of 1996 and newer. The NYVIP inspection also includes:

The current safety inspection,
The current gas cap check, and
The current visual inspection of the emission control devices.
The NYVIP will help NYS to comply with the Federal Clean Air Act, decrease the emissions from motor vehicles, and reduce air pollution.

I found this at
http://www.nysdmv.com/vehsafe.htm#einspect

Maybe I am mixed up.

WHAT???!!! NYS dosent have emissions testing?

Yes you are mixed up. I dont care what anybody says. I think I would know. I have lived here for over 30 years. NY had emmisions since 1981. The only cars that get saftey check only is cars before 1981. So, Who ever said we dont have emmisions testing is dead wrong. I will post on Monday or Tuesday.
And read what you found more carefully. It states " the NYSVIP inspection ALSO includes the following. ALSO means these items have been added to the inspections from now on.

I don't know dude, I got that from the NY DMV. From that it sounds like NY just does a visual inspection for the presence of components. Do they usually hook up to the tail pipes when you test?

No they dont hook up anything to your tailpipe. They just smell the air from the exhaust to see if it will pass. COME ON!!!! You cant even cheat the test by using another car for the exhaust to pass.
You need to read the web site again. Those are the things ADDED to the original inspection. You just dont listen. I think I know alot more than you. I live here. You dont. Ask anybody thats from NY.

The visual inspection is ADDED because the no cat car will pass. If your car passes the emissions and every point of the inspection but does not have cats, your car will fail.

The Types of Vehicles and Trailers That Must Be Inspected

Question
What types of vehicles and trailers must be inspected in NYS?

Answer
Most types of vehicles and trailers registered in NYS must pass a safety inspection once each year. Most types of motor vehicles must pass an emissions inspection once each year. The safety inspection and emissions inspection are conducted at the same time at inspection stations licensed by the DMV.

The DMV web site has information about the safety inspection, the emissions inspection for gas-powered vehicles and the emissions inspection for diesel-powered vehicles. The DMV web site explains the types of vehicles that are exempt from the inspections.
