What might not be legal? The tire shine? Tire shine is legal, and there aren't any prohibitions that I can find regarding the spinners. Never bothered with tire shine on this car 'cause the old tires were crap. But now, it's worth it.

Looks cool. I would get some 1" spacers for the back to bring the wheels flush. I ran some 03 mach wheels(10.5" rears) on my 95GT for a minute just because I had them laying around. They looked cool.
