Head bolt pattern is the same for the blocks so that it can be transferable - but the cobra block has a 4-bolt main vs the 2 bolt main of the GT - which makes most rate the cobra iron block around 700hp (i think) while ours is around 600hp.

I thought they were identical up until about 2 months ago.

The steel blocks can handle higher than 700 or 600. I've yet to see a steel block crack making anything less than 800RWHP. The 5.0's were pretty obviously cracking at 500RWHP but there are plenty of guys with Romeo and Windsor blocks making 700+RWHP with no issues. There are a few guys out there making 1100 HP through the steel blocks.

Also all Romeo/Window GT steel blocks are 4 bolt main (2 on the top and 2 on the side) just like the 03/04 Cobra blocks. The aluminum Teksid blocks are 6 bolt mains (4 on top and 2 on the side).

Hmm, news to me.
 
03/04 mach 1/cobras used the 2v blocks. They can hold up up to 800+ hp, and the new boss 302 mod block can do in the 1000+. There was also a block called renegade 5.4L. Ford made a hand full of them for the baja 1000 a few years black. The block can handle near 2000+hp. Most of the mod drag guys say that the 4 bolt mains are better than 6.

This is 03 Cobra engine with the caps off but you can see there are only two bolt holes for the top bolts on the main caps and two side bolt holes.
