Would the mods - tune, intake, muffler, pulley, and a driveshaft be enough for my V6 stang to achieve 210 HP at the wheels?

Headers would help but theres really no way to tell you, until you actually do it an dyno the car, ever car is different.

I thought headers and even a new throttle body are things on the new mustang that really don't gain much power.

According to PHP, JBA headers and an axle-back muffler gave them 17 RWHP. Adding a retune, and air intake raised it up to 20 RWHP gain. Their V6 started at 170 RWHP and went up to 190.

Add a pulley and a higher octane tune and you'll be getting close

Automatic or manual? 210RWHP for a automatic is going to be pretty tough with just bolt-ons...

and you are correct.... TB's have show Zero gains... Headers will get you some HP... but not a whole lot considering the cost and labor of doing headers... Most of the 17RWHP the PHP seen doing the JBA exhaust is most like from getting rid of the stock muffler.. a GT take-off muffler has shown to be could for 10RWHP itself... LOL

Well, I have just the JBA muffler on atm, so I could go get it dyno'd... how much should I pay for just a dyno test?

How does the gains of the GT take-off compare with the magnaflow single, the Flowmaster AT single and the Ford Racing mufflers ?

I am down to these three and am leaning toward the Magnaflow since it seems to not be quite as loud as the rest.

in my area a baseline pull is about $90. that gives you one hour dyno time, and as many runs as you can get in.

I have a manual Trans and i would like to do a lot of performance mods in the weak areas like first off the Ford T-lok, then an intake and a tune(which tune yet I don't know, whomever is the best for a manual), then probably a muffler (Flowmaster), driveshaft, then a pulley, and probably eventually LCA's. Another question - should upper arms be done with lower arms or are LCA's good enough?

I'd say go for the Flowmaster. 210 sorta hard but doable. I'd settle for 14.5 track times over 210RWHP...JMO
