That depends on the reason for installing 24lb injectors.
Think of injectors like carburetors, bigger is not always better.

It needs bigger injectors to compensate for the cam and Gt40 heads and some other mods the car is running rich
My brother has been having problems even finding a smog test station in his area. It seems Cali is only testing 2000 and up autos and the smog test station is finding it easier to do those only.
So more fuel will make it run less rich 
I’d say if you are running more Cam then the factory computer can control , a tune might be what you need.

No you shouldn't have to have a tune. Mods are generally not ASAP issues by the way. ASAP is I need my car to run to get to work tomorrow, give me some clues on why it's not working.

if you are running 24lb injectors you need a maf calibrated for 24s.
