A 302 non h.o will fire up on the H.o. firing order. it will be running on 4 cylinders. I had my 351w wired like a non H.O. and it ran. not well but it did. I think it is a timing issue more then anything. Perhaps remove the spout connector so the computer isn't controling the timing.

I think you have to pull Number 1 plug and rotate engine till you are at TDC of compression stroke just to make sure you are not a tooth out. I had this same issue with the 302 in my truck. I thought i was bang on. However it turns out after i got a frend over i was a couple teeth out on the dizzy. restabbed it and she fired right up.

really sounds like it is wired wrong. just like modular and i are talking about. Oh is the MAPS sensor's vacuum line hooked up? this is a speed density isn't it? justy for kicks can you wire it like an H.O. 1-3-7-2-6-5-4-8.

did some research and it looks like it was 1991 when the Thunder Birds got the H.O engine. so the firing order is definetally 1-5-4-2-6-3-7-8 as long as no one has added a H.O. cam to the car.
