How to properly adjust the timeing???

How do you porperly adjust the timeing on a 5.0? Do you unplug the pig tail conector and turn the distributer clockwise or counterclockwise to advance or retard the timeing. I just took the car out for a spin with the new engine and it has abolutley no power what so ever. If you step on the gas hard it takes forever to get up to speed. Could the exhuast leak where my headers meet the h-pipe also contribute to this sever lack of power for a built up 345 hp engine??? What do you think the timeing should be with a 10:1 compression engine????

You need a timing light.

Have one checked timeing with the pigtail pluged in and it reads between 10-15 degrees and it runs like s!@#.

Timeing reads between 10-15 Degrees with the pigtail unpluged and 20-30 when pluged in. Is this ok or am i doing something wrong???
