How woukld I go about reaching these goals for my car?

I want to get my car up to atleast 2000 HP N/A, maybe throw a few 300 shots on it, it HAS to be streetable, run low 6's in the 1/4 and get atleast 30 MPG. Plus I am looking to spend under 87 bucks.

Suggestions?
