Is shimming a rocker 3/16 of an inch bad?

I just had to shim my rocker 3/16" to get the proper torque in 1 tuen or less. Would that mean the guy who sold me my gt40 heads lied about them being resurfaced and i'm prop running 17:1 comp ratio

I could always run diesal fuel in it
